BLOC is carrying out an analysis for the Waterpoort region, as a kind of starting shot for developing the river cruise sector further in the region. Specifically, Waterpoort wants to prepare itself strategically for the future. It is already an attractive area for the river cruise market, due to the presence of cultural-historical towns such as Willemstad, Tholen, Bergen op Zoom, the religious heritage of Oudenbosch and the beautiful nature reserves like the Biesbosch National Park and Haringvliet. The question now is, how can this position be safeguarded and expanded further?

To address this question, we analyse the tourist product, the infrastructure, and the desirable level of organization. Three elements that are crucial to the smooth running of a flourishing river cruise sector:

1. Infrastructure:
What is the current situation in the region as far as ports and quaysides are concerned?

2. Tourist product development:
What does Waterpoort offer and what could potentially be worthwhile to develop further?

3. Level of organisation:
Is the region ready to sell itself to the sector? And what are the roles of the government, companies and the sector in this respect?
